My Lord,

With reference to Colonial Office

Regulations Nos. 28 and 39, I have the honour to state

that the Local Auditor has requested that a ruling may

be given as to whether in the case of temporary appoint-

-monts at salaries exceeding £100 reference to Your Lord-

-ship is necessary.

Two such cases of different

kinds have recently occurred. In the first owing to the

necessity of engaging an additional Assistant Engineer in

connection with work on the Mongkoktsui Breakwater, I

authorized the engagement of Mr. E. E. Rigold as from the

1st. instant, the appointment being subject to termina-

-tion at a month's notice on either side, and the salary

£25 per mengem being payable from the vote for the break-

-water. In the second case owing to sickness and to an

unfilled vacancy in the Water Works Staff, which caused

delay
