I have examined the accompanyiny Ordinance, entitled

An Ordinance to provide for the segregation and treatment
of lepers
and I am of opinion that the Ordinance is one which is not contrary to the Governor's
Instruction,
The object of this Ordinance is to check the spread of leprosy in the Colony by providing for the segregation and treatment of lepers and it follows on the recommendations of the International Scientific Conference on Leprosy.
The Ordinance is based on the Ceylon Ordinance 4 of 1901 and Cyprus Law 4 of 1891.
The only new matter is contained in the last three sections. Section 14 authorises the Governor-in-Council to banish lepers who are aliens. It is based on the precedent of section 4 (1) and (3) of Ordinance 1 of 1882 (The Banishment Ordinance).
