Canton, August 13.
In reply to the British Consul's rquest for
the recall from Hongkong of Mr. Hseuh Yung Nien, the Officer
specially appointed to investigate the emigration of Chinese,
to Peru, the Viceroy has sent a cormunication, the gist of
which is as follow#:-
The investigation into the enigration of
Chinese into Peru was instituted at the suggestion of Minister
Wu Ting-fang, who drew up a new treaty with the Peruvian
Government and recommended that an Officer should be appointed
in Hongkong to strictly investigate affairs so as to stop the
perpetration of frauds. Therefore in the 5th. moon the British Consul-General was requested to inform the Governor of Hongkong
of our intention and this was done before our official was
sent there. If the officer were simply to investigate the
emigrants at the time of the steamers' departure as requested in
the communication just received, then it would be impossible for
him to go into the enquiry in detail. It is much to be feared
that Chinese passengers for Pera are not all merchants of sub-
-stantial means. If such cases should happen, not only the
confidence between two friendly nations will be lost, but
Chinese commerce will be also affected. The appointment of
Prefect Hsauh Ying Nien to Hongkong has no other purpose than the examination of the Chinese who go to Peru, and this iễnot the only instance of the appointment of a Chinese officer to stay in Hongkong from Kwang Tung Province.
