With reference to my letter of the 13th.
instant, I have the honour to request that you will draw the
attention of the Viceroy of the Two Kwang to the enclosed ex-
-tract from the "South China Morning Post" of the 16th. instant
which furnishes further evidence of leakage of official
information at the Foreign Bureau in his Yamen.
