I have the honour to request that you will
be good enough to invite the attention of the Viceroy of the
Two Kwang to the enclosed cutting from the English newspaper -
*the China Mail" - of the 11th. instant in which the gist of
recent correspondence between yourself an behalf of this Govern-
ment and the Viceroy regarding the presence in Hongkong of Mr.
Hsieh in connection with the certification of identity of Chinese
passengers going to Peru, is accurately reproduced. The in-
-formation was not supplied to the newspaper by anyone connect-
-ed with this Government or with your office in Canton. On the
contrary I am credibly informed that it emanated from the
Foreign Bureau in the Viceroy's Yamen. His Excellency will doubt-
-less agree that such leakage of official information is
reprehensible and I shall be obligod if you will ask him to
take steps to prevent a recurrence of such publication of what
forms the subject of official correspondence.
