I have the honour to acknowledge the receipt of your letter of the 4th. instant enclosing copy of a despatch from the Viceroy of the Two Kwang on the subject of Mr. Hsieh Yung-nien's appointment to vise the certificates of Chinese
emigrants to Peru with a view to verifying the identity of each individual emigrant.
I shall be obliged if you will inform the
Viceroy that I find on enquiry that the presence from time to time in Hongkong of Mr. Hsieh to render the service referred to is a convenience to Chinese proceeding to Peru and to the owners or charter of steamers which convey them. In these circumstances I have pleasure on behalf of the Government of Hongkong in complying with the Viceroy's request for permission for Mr. Hsieh to visit Hongkong in an unofficial capacity for the purpose of authenticating the certificates of origin and
identity of Chinese emigrants proceeding to Peru and for no other purpose, and on the distinct understanding that the per- -mission will be withdrawn if it is found that Mr. Hsieh does
not confine himself to the above mentioned business or interfered in matters outside of such business as above defined.
