on the Peruvian Consul, who does not know what instructions have
been given him or how they are to co-operate.
The Consul adds that some 1,500 Chinese a
year go to Peru from this port, while about 1,000 return from
Peru to this port annually. The next ship will not go to the
end of September.
In such circumstances I can see no necessity
whatever for a Chinese Official being permanently stationed
here: he should visit Hongkong within a few days of the
departure of steamers for Peru, and can then assist the Consul
Hummoppen in detecting cases of fraud and impersonation.
