My Lord,

I have the honour to inform Your

Lordship that on the 28th. of June the paragraph of which

copy is enclosed appeared in a local English Newspaper

the "South China Morning Post"

containing a report

dated the 25th. of June from the correspondent of the

Newspaper in Canton to the effect that a Chinese Official

named Hsuch Yung-nien (in Cantonese pronounced Sit Wing-

-nin) had been sent to Hongkong "to investigate the

emigration of Chinese to Peru".

On the same date a despatch was

received through His Britannic Majesty's Consul-General at

Canton from the Viceroy of the Two Kwang, translation of

which is enclosed, to the effect that it was deemed

expedient to station a Chinese Official in Hongkong to

vise the certificates of Chinese emigrants desiring to

proceed to Peru; that expectant Prefect Sit Wing-nin had

been
