Hon. Colonial Secretary,
Since replying to your Circular No. 38 it
is now likely that a vacancy will occur in this Department as
Inspector Cotton, Inspector of the Slaughter House and Cattle
Depôt, Kennedy Town, has been certified by a Medical Board as
unfit for further service in the tropics. His case is not such,
however, that he must retire at once, he has therefore requested
that he may be allowed to complete 16 full years service before
retiring. This request is reasonable in view of the fact that
he has worked at the Slaughter House all through the hot weather
and will be able to complete his 16th. year's service before
the next hot season arrives (March, 1911) and I am recommending
under separate cover that this request be granted. If Inspector
Cotton is allowed to complete 16 years service he will retire
towards the end of March, 1911, at which date there will be a
vacancy for a 2nd. Class Inspector.

in this Department as Sanitary Inspector on a salary of £165

(1). he will be placed on precisely the same footing
as the other Inspectors of this Department all of whom are now
equal so far as their work is concerned:
(2). he must wear uniform;
(3). he is liable to transfer and subject to all
regulations governing the appointment and employment of
Sanitary Inspectors:
(4). should a vacancy occur in the Public Works
Department in the office of Sanitary Surveyor the question of
his transfer to that Department will be considered.
I think it necessary to impress these
conditions on Mr. Carter as he may on arrival here consider
that the peculiar circumstances of his case merit his being
