Government House,

Hongkong, 13th. August, 1910.
I have the honour to inform Your Honour that
the Secretary of State for the Colonies has decided to create a
separate Crown Solicitor's Department and to appoint a Crown
Solicitor without private practice, and that I have submitted the
name, among others, of Mr. J. H. Kemp, Registrar of the Supreme
Court, as that of an Officer who when duly called to the Bar
would in my opinion be suitable incumbent for the new post.
Should the Secretary of State approve this
recommendation whatever suggestions this Government may make
for filling the vacancy in the Registry of the Supreme Court,
will be communicated to you before they are made.
I have etc.,
(sd.) 7. H. May,
Officer Administering the Govern-
*ment.
His Honour
The Chief Justice.
