In reply to this letter, I received various suggestions,
most of which I was able to accept.

On the 22nd July I circulated a copy of the Code, still
further amended, under cover of a letter to Managers, from
which the following is an extract:-
"If there are any points upon which Managers are desirous of addressing the Government before this Code is brought into force, I shall be obliged if they will embody them in formal letters at their earliest convenience in order that I
I may forward then with the draft Code to the Government. may add that the changes recommended by the Committee have long been in the hands of Managers. I do not think that proposals involving a departure from recommendations of that Committee made now at the eleventh hour are likely to be considered".
I have only received one letter in reply which I forward.
The Code may therefore be considered to meet the
approxal of the School authorities, and I recommend that it may be brought into force by notice in the gazette as from the 1st
July.
I do not think it is necessary for me to draw atten-
tion otherwise than very briefly, to the changes in the present draft, as they are all either recommendations of the Education
Committee, or verbal alteratione, or small changes in procedure
giving sanction to recognised customs of the department, or changes of more importance which have already received the
approval of the Government. What references seem necessary are
given on the attached sheet.
