Section 3 enables the owner or occupier of property

concerned to send in objection to Government.

Section 4 requires such objection to be considered by the

Governor-in-Council and enables him to award compensation in respect

of the work.

Sections 5 and 6 provide for a reference to arbitration in C

the event of either the Governor-in-Council refusing to award com- -pensation or if the person concerned is dissatisfied with the com- -pensation awarded. These sections were introduced to meet the wishes

of the Un-official Members of Council and they have a precedent in the Public Health and Buildings Ordinance 1903 (vide sec. 252). Section 9 was inserted to prevent any possible claim being made for compensation under this Ordinance in respect of work done under the Harbour of Refuge Ordinance 1909 section 5.
