I have examined the accompanying Ordinance, entitled
An Ordinance to amend the Marriage Ordinance, 1875
and I um of opinion that the Ordinance is one which is not contrary to

the Governor's Instructions
This Ordinance is intended to check the increasing number
of undesirable Chinese Civil Marriages which are contracted in
the Registrar General's Office.
There are objections to permitting Chinese to contract
these marriages without any regulation.
The Registrar General has reported that such marriages may
be contracted by parties, between whose marriage there may be,
according to the laws of China some legal impediment and they may
be carried out with the intention by one party of deceiving the
