I propose to recommend to the Secret ury
of State that the conditions of service for future Cadets in- -clude a stipulation that they must, if physically fit, serva with the Hongkong Volunteers for at least 3 years from date of becoming Passed Cadets.
2.
Also that all xxxk male Civil Servants
who are British subjects and whose parents are of European extraction should in future be required under the terms of their appointment under the Hongkong Government, to serve in the Hongkong Volunteers for 3 years from the date of taking
up their appointments in the Colony.

Council for consideration on Friday next.
