With reference to my Confidential
Despatch of even date, I have the honour to inform Your
Lordship that the enclosed minute addressed by me to the
Colonial Secretary under date of the 16th. instant was
after being circulated to all members considered by the
Executive Council this day when the Council advised that
the proposal to require future Cadets and other Civil
Servants who are British subjects and whose parents are
of European extraction, under the conditions of their
appointment to the Service of this Colony, to serve with
the Hongkong Volunteer Corps for at least 3 years from the
date of their becoming Passed Cadets or of their taking up
their appointments in the Colony as the case may be, should
be recommended to Your Lordship for approval with the
addition that in the case of Non-Cadet Officers
