does not include cost of staff, etc.
The loss on mails from Hongkong is not
proportionately so great as on those from the Agencies,
the
reason being that mails from Hongkong are sent to Union
Countries at the Union Rate, while at the Agencies, practically
only correspondence to the United Kingdom is sent via the
British Post Office. The correspondence for other countries
being posted at those countries'Postal Agencies, zo as to
obtain the benefit of reduced postage.
