With reference to the statement in report of the
Frohibition Bureau, forwarded to me under cover of your des-
patched No.62 of the 2nd instant, to the effect that the Kuang Yuan Office "never issued to the raw opium merchants wooden
"stamps, stating that the licence tax was received at the time
of purchase, with instructions that these were to be impressed 'on receipts", I have the honour to forward the enclosed receipt
in original dated the 31st ultimo bearing the impress of the seal of the Kuang Jung Yuan firm itself.
