By a careful perusal of these lists it will

be noticed that there are many vessels in the unlicensed list

that do not come under the terms of Sub-section 21, i.e. not

used solely for purposes of pleasure.

There are two that often tow lighters to

Macao, viz.:- the "Ilhe de Coloane" and "Ilhe de Dom João" and

then there are the Tugo "David Gillies", "Edith" and others that

gly for hire etc.,

etc.

The various Hotels take out licences for

their steam-launches conveying passengers and yet the launches

of the various steam-ship companies have no licence for practic-

-ally doing the same work. Some firms have tow boats unlicensed

etc.,

etc.

All these Steam-launches come under Section

37 of Ordinance No. 10 of 1899 from which I have extracted

Sub-aections 1, 2, 11, 12, 13, 14, 15, 16, 21 and 25 which I

append for reference.

As all vessels clearing for Chinoge waters

have to obtain a Permit from the Commissioner of Customs I

would suggest that an understanding be arrived at by which this

Permit is not to be granted unless the Harbour Master's Clear-

-ance be produced at the Kowloon Office of the Imperial Maritime

Customs.
