but the tabulating of this further information can be left till the organization has been understood and methods perfet-

When it is decided to divide and sub-divide

the Trade of the Colony, 1.8. - Countries and Flag, European and

other goods, and Chinese products the number of Returns Books

will necessarily be increased. Each Book will have double pages showing, on the left, columns for places of provenance (Imports) and destination (exports), and on the right, columns for Flags

under which the goods are carried.

The classifying of the goods should be according to the system adopted by the Imperial Maritime Customs in the Import and Export Tariffs and the Trade Returns.

One of the most important considerations

to be attended to is the value of goods employed in calculat- -ing the value of the Import Trade. It is not the value of the goods at the time of shipment that is required but the current

market value should be the ruling factor. If difficulties are likely to be experienced in that direction, I would suggest that Ten Per Cent be added to original Invoic Values. This will cover Freight, Insurance, and other shipping charges and will represent the value of the goods at the time of landing in the

Colony.

As to Exports, the shipping and other

charges are calculated at Seven Per cent.

In conclusion, I would suggest that in the keeping of the Returns of the Trade of the Colony, the Harbour Master be guided by the "Provisional Instructions for preparing Returns of Trade, etc." published for the use of the Chinese Imperial Maritime Customs Service by order of the Inspector General of Customs. Although the work is somewhat different that is as regards statistics for the Colony as compared with
