Government can only take cognizance of the number of packages
of each kind of goods and form an approximate value. Perhaps
the steamship companies who in the case of direct transshipments
are acting as forwarding agents might be able to give the value
of consignments.
As to Imports and Exports, the statistics
taken from the manifest will be meagre and, with the exception
of bulky cargo, will consist only of the number of packages and
description of goods but with no specific details as to their
centents. These will have to be obatined from the consignees
as explained belowž.
Concerning the Junk Trade and China Coast-
-ing Trade carried on by the regular coasting lines of steamers
no difficulty should be experienced in obtaining full particu-
-lars of cargoes of such vessels. The co-operation of the
Imperial Maritime Customs would be of great help in supply-
-ing through the Commissioner of Customs, Kowloon, Cargo
Certificate from Chinese Ports showing the goods with weight
and value passed at a Treaty Port for Hongkong.
Vessels arriving with carge from other
than a Chinese Treaty Port present some complications in view
of the fact that the manifests of Vessels only give the number of packages only in the case of "packed"goods, and weight in that of bulky carge; as regards the latter, weight is all that
is required but in the case of the "packed" goods it will be
necessary for the Harbour Master's Office to obtain from each
individual firm or consignee such particulars as areń required
for the compilation of accurate statistics. This procedure may
soem at first sight to present many difficultées but these
should be overcome by inviting all concerned by a particular
note to meet the Government views. Once these views well under-
-stood by the merchants, that it is not the intention of the
government to make use of the information given for any other
purpose than to assist in producing simple statistics of the
