I have noticed that in issung Licenses for
Trading and Fishing Junks it has been the practice to give to a new vessel the number of a Junk that has disappeared or the license of which has not been renewed within the limit general- -ly allowed, i.e. six months after the license has expired. # This procedure is quite irregular and inadmissible. A new number should be given to a new licence, the old number being
cancelled in the Office Register.
I would suggest that all Junk Certificates
of Registry be signed by the Harbour Master or the Assistant Harbour Master and not by means of a rubber stamp. The number of licence forms to be filled in having been reduced, no additional staff will be required. All that is needed is an energetic supervision by the European Clerk. I have limited my criticism to the Junk Office and touched on the Clerks in the Entry and Clearance Office and I must be excused for arrogating the right to pass a remark concerning the Clerks in the Correspondence Office but it is made in the interest of the
in case of press work generally. These Clerks, three in number,
