This Junk Certificate of Registry is all that is needed to meet

the requirements of both the Colonial and Chinese Governments as

it will also answer the purpose of the Junk Pass Book system

inaugurated by the Imperial Maritime Customs. This Junk Certifi-

-cate of Registry will state the licence under which a Junk is

allowed to sail in the waters of the Colony and I assume that

the so called "Unlicensed Junk" hitherto trading under Measure-

-ment of Certificate will have to take out the Junk Certificate

of Registry now advocated and that consequently there will be

four kinds of licences only linked to this Certificate of

Registry, 1.8.

Fishing Junk Licence.

Lighter and Cargo-boats Licences.

Annual renewal fee and fee for a duplicate in case of loss or

damage to be half the above,charges.

It may be argued that the fee is not sufficient for large coasting Junks of nearly 10,000 piculs

but it must be remembered that these vessels make few trips during the year and they run greater risks on the high seas and may, perchance, make only one trip. It is chiefly colonial Junks that are aimed at and they are of much maller capacity
