Fishing Licences giving the name of junk, names

of owner and master, measurement, armament, and number of crew also conditions of issue of licence are valid for one year and

are issued according to the terms of Sub-section 15 of Section

4 sf Ordinance No. 16 of 1908. It is dinstinctly laid down

that such a licence only authorizes a junk to be used Solely

as a Fishing Junk. Clause 3 of the Fishing Licence repeats the

conditions under which the Fishing Licence is issued. Notwiths- -tanding such clearly laid down law Fishing Junks are known

to engage in other pursuits, either clandestinely or under cover of a Certificate or a Trading Licence which should not have been issued while the Junk was under the obligations of

the Fishing Licence.

Sub-section 17 of Section 4 of above Ordinance

may in part be responsible for this anomaly. It reads as

follows:-

"Any junk or vessel employed for fishing pur-

-poses and being within the waters of the

Colony shall, unless licensed as aforesaid, be subject to the provistons in this section con-

-tained as to unlicensed junks"",

The granting of"the provisions" referred to without recalling the Fishing Licence for cancellation shows

a want of efficient supervision.

Under Sub-section 10 of Section 4 of above

Ordinance, Fishing Junks, like Trading Junks - are

granted

a "Spedial Permit" but this is différently worded, it reads:-

"This Permit is granted under Suh-section 10 or

Owner and Master in

.to.....

respect of the Fishing Junk............................NO...................

which is hereby authorised to leave her anchor-

-age between the hours..
