if anchored at Victoria - or at the District Officers Office
if acnhored at Yaumati, Shaukiwan, Aberdeen, Shamshuipo, and
other places in the New Territories Cheung Chau, Tai O, Sal

Junks under an Annual Trading Licence are
granted a monthly special Permit" under Sub-section 10 of
Section 39 of the Merchant Shipping Consolidation Ordinance
10 of 1899. With this monthly permit these junks are free
to go and come as they please, without practically any control
as they need not report during the validity of their "Special
Permit" to any Harbour or District Office.
With such freedom of movement clandestine
trade is an easy matter and an amendment to Ordinance 10 of
1899 is necessary by which the junka trading under "Special
Permits" should be made to report their arrivals to the
authorities and have such "Special Permits" vised each trip".
Sub-section 10 reads as follows: -
"The Harbour Master, or the Officer for
the time being in charge of any Harbour Master's
Station, may from time to time on payment of the
prescribed fee, grant to any master of a Junk a
permit, to be called a "Special Permit", which shall
be a sufficient warrant or authority for the doing
of any act mentioned in such permit.
The special permit reads as follows: -
"This permit is granted under Sub-Section 10 of
Section 39 of the Merchant Shipping Consolidation
Ordinance 10 of 1899 to................
„Owner and Master
in respect of Licensed Junk
(Measurement.
