I will now detail the procedure with a brief

criticism under three headings:-

Trading Junks.

I have touched on Lighters and Cargo-boats

because, in some instances, a number of them are working under

a Trading Junk Licence, in order to escape the higher scale of

Lighter and Cargo-boat fees.

Trading Junks.

There are two kinds of Trading Junks:

Unlicensed and Licensed.

Unlicensed Junks take out a Measurement Certifi-

-cate giving name of Junk, Measurement, lames of owner and of

master with residences, ■ name of agents (in Kangkong), number £

of crew, armament and scales of fees for unlicensed Junks per

voyage. For this certificate a fee of $1.00 is levied and it is

valid during the whole of the Junk's existence. The number of

the Certificate is branded on the junk's hull.

Such Junks take out Port Clearance sach trip

for which the fee is:-

Junks of over 2,000 piculs capacity.
