Trading and Unlicensed Junks under Sub-section 10 of Section

39 of Ordinance No. 10 of 1899 for the small fee of $0.25 and

valid for one month is detrimental to proper control. It is

recommended that the Ordinance be amended according to the pro-

-forma on page No. of Report. Special Permits should be valid

for one special act only. The fee for this Special Permit to be

$1.00.

Lighters and Cargo Boats.

Lighters and Cargo Boats leaving the waters of

the Colony will deposit their "Junk Certificate of Registry",

in which their Licence is incorporated, with the Harbour Office

and receive in exchange a "Special Clearance" for which a fee

of $1.00 should be charged. This Special Clearance will be valid

for one trip only. Hitherto lighters and cargo boats have traded

under a "Junk Licence" which is half the fee of a "Lighter

Licence" granted under Sub-section 16 of Section 4 of Ordinance

No. 16 of 1906. This Sub-section 16 should be repealed or

amended. Vide page of Report.

A Lighter passing a chinese Imperial Customs

Station without a Special Clearance is to be dealt with jointly

by the Harbour Master and the Commissioner of Customs.

Fishing Junks.

Fishing Junks should, as stated, also be provided

with a Junk Certificate of Registry incorporating the Fishing

ricence. The number of the Licence to be painted on each side of

the centre of the hull and across the sail. They are not to be

allowed more than two rifles with 50 rounds each. No curing of

fish taking place on board they are not to carry salt except for

the use of the crew according to a fixed scale.

Fishing Junks are to enter and clear at Sub-

-sidiary Stations, the same as Trading Junks.

Fishing *Buy Fish" Boats going to and coming

from the fishing grounds are to be considered as Trading Junks

and should enter and clear each trip.
