except Mr. H. L. Dennys. He would not accept the post,
without private practice, for less than £2,000 per annum.

(2). To appoint Mr. J. H. Kemp, Registrar of
the Supreme Court. Mr. Kemp is an extremely able Officer
who has given very great satisfaction as Registrar both
to the legal profession in private practice and, as I
understand, to the Chief Justice. The Attorney-General,
who as Acting Chief Justice had special opportunities of
seeing Mr. Kemp's work, informs me that he has formed the
highest opinion of his legal capacity. Mr. Rees Davies
considers that Mr. Kemp, whose record of service is in the
Civil Service List, would make an excellent Crown solicitor.
I strongly endorse this opinion.
Mr. Kemp does not fulfil the qualifications
mentioned in the last paragraph of Your Lordship's Des-
-patch, as he is not a Solicitor. He has, however, passed
all his examinations for the Bar and he obtained a first
class in all of them. He passed his intermediate examina-
-tions in Law in 1897. He has still 4 terms of dinners to
