he is in future called Off. Rec. does not seem
to matter. (He goes all the work at present, though
the Land Off. is titular Off. Rec. But i.sea no
reason to change his title, if it means raising
his pay ).
It will probably be best that the Land Officer
should act for the Crown Solicitor when the latter
is on leave, as the 0.A.C. proposes. He will be the
next Senior Officer in the joint Dept. Acting
appointments of course rest in the discretion of the
Gov., but it might be well to let the new Asst.
Crown Sol. know that he will have no claim to act
for the Crown Sol. in the latter's absence

My Lord,
In accordance with the instruct-
-ions contained in Your Lordship's Despatch No. 190 of the
8th. of July, I have the honour to make the following
recommendations for the establishment of a separate Crown
Solicitor's Department with a Crown Solicitor who shall no
longer enjoy private practice.
2.
I am satisfied both from my own
observation and from enquiries I have made of the Attorney-
-General and of the Crown Solicitor, that it is impossible
for one individual to discharge the whole of the work of
the Crown Solicitor and to attend at the same time to the
many calls upon his time.
On page 2 of Mr. Bowley's letter
of the 2nd. of April there is a succinct and accurate
