The Governor General's letter of 17th September, 1009 (en-
cloued in Mr.Foz'a despatch of the BRnd idon),
Sår P.D.Lugard's despatch No.99 of the 28th Leptember,1909. #r.Fox's despatch No.105 of the 29th September, 1909.
If so, it is clear that His Excellency has entirely sisunder- stood the meaning of Sir F.D.Lugara'o nuggoetion and that the alsapprehension has not been finally removed by the letter which Er.Fox addressed to him on the 24th September, 1969. I shall,
therefore, be obliged if you will b. good enough to make it
quite clear to His Excellency that the system suggested by Sir F.L.Lugard was very different from that which the Canton
Jovortiment has put into force.
