I added that this Government could not consent to the Chinese Telegraph Administration xxing owning the line in question; and that if the Chinese had any propositions to make regarding the use for private purposes of a Telegraph line along the Canteri Kowloon Railway it should make them to thie Government. I added that for obvious reasons this Government preferred to keep portion of the
stat
line which would be in British Territory in its own hands. I reminded Mr.Ballard that this Government had been much hampered by the extension made without any reference to this Government of the agreement made with the Chinese in 1885 and if it had not moved in the matter of the existing Telegraph it was out of consideration for the Eastern Extension Telegraph Company. Mr. Ballard said that he would advise the Chinese Telegraph Ad- ministration to approach this Government in the matter.
