Lugard's Despatch No. 16 of the 12th. of last January, I
have the honour to forward the enclosed copy of a letter
from the Government Bacteriologist,dated the 28th. ultimo.

In the penultimate paragraph of
his letter Dr. Macfarlane refers to the matter which form-
-ed the subject of Your Lordship's Despatch Miscellaneous
of the 14th. August, 1908, and previous correspondence.
