educated men, thousands of whom will be required.

There are also other advantages. We are living in a

time when various foreign Powers are pressing hard upon us.

They are trying to take advantage of the least loophole. If we

do not find some timely remedy, it is to be apprehended that they

will take our powers from us. In the last two years Germany

has been making plans to establish a University in Tsingtau,

and Great Britain in Hongkong. To all appearances, they are very

enthusiastic in promoting education; but in reality they are

secretly taking away the power of the Empire with regard to

education. It is deplorable to contemplats. Again, Canton has

given a large contribution towards the funds for the establishment

of the Hongkong University. Even if it becomes an institution

capable of turning out large numbers of men of ability; we shall

be better served by men who are educated in our own schools and

are therefore reliable as patriots and lovers of their country.

These being my ideas respecting a University for Kwongtung, I

cannot refrain from giving expression to them.

As regards the funds required, it is estimated that

the faculty of Laws alone will require between one hundred and

and two hundred thousand tasle including the cost of building

the necessary premises, and an estimated annual expenditure of

several tens of thousand taele. I am not unaware that the

strained financial condition of Canton renders such a project

difficult of attainment; but with a view to building a sound

foundation for the constitutional Government, it is my duty to

exert myself regardless of difficulty. If my euggestions are approved, I shall direct the Provincial Treasurer to give every assistance in his power to find the necessary funds to meet the desire of the Imperial duzxı Government to promote education and

to cultivate men of ability. This is my respectful memorial in

which are set forth in detail my ideas respecting the establish- ment of am a University in Kwongtung for the education of men
