Extract from 'Chung Ngoi San Po' of the 19th May, 1910.
The Memorial of Viceroy Yuan suggesting that a University be
established in Canton.
The administration of a large Empire like China requires
more men than a single University can provide. Bence in addition
to the Central University, we must have Provincial Universities.
But owing sometimes to unfavourable financial conditions or to
geographical disadvantages, it is impossible to have first class
universities established in all provinces. The Central University
must be a complete one, and should serve as a model for provincial
universities.
The province of Kwongtung la mountainous and has many
inlets and seas. The people are restless and fickle by nature;
and for this reason, it is harder for them to prepare themselves
for the adoption of constitutional government than other provinces.
But as regards the establishment, it has better facilities than
other provinces, being the first province to come in contact with
foreign countries and to benefit by Western civilization. With
reference to the rules made by the Board of Education which have
been sanctioned by the Throne, I propose that a University be
established in the first instance teaching law only that we may
not lack educated men required for the adoption of constitutional
government. As these rules prescribe that the universities must have at least three faculties, Commerce and Engineering can be
introduced as soon as the faculty of law is actually established.
The Board have already laid down regulations for the Law Faculty
of the Universities. These regulations are, however, meant for
a permanently established university and require some modification
