Administering the Government of
Hong Kong to the Secretary of State for the Colonies. (Received, Colonial Office, 12.47 p.m. 2nd August,1910)
Your telegram 29th July my Government cannot accept proposal because retention of military con- tribution would entail annual heavy loss to this Colony for service rendered in foreign porta. Urge strongly that military contribution should be remitted at Agencies and that postal rate from Hong Kong and Agencies via Siberia at present entailing heavy loss should be raised to ten cents one ounce Hong Kong and ten cents twenty grammes Agencies.
