sir,
We have just been informed by the local dealers that
the new Kwangtung oplum tax and regulations have been enforced
at Swatow, and that several balls of raw opium bearing the
Custom's transit passes have been seized at the Likin station in
"Ket Yung" Fort, owing to the refusal on the part of the pur-
chasers to pay the illegal tax. Such a procedure is a flagrant
violation of treaty bights, and we trust the British Government
will no longer allow the Kwangtung Government to continue
violating the Treaty with impunity.
We are also informed that the Kwong Yuen Co. have
GXBXRİNE Oxcise officers stationed near the raw opium dealers'
shops to prevent customers from buying without payment of the
tax.
