I have the honour to forward the enclosed copy of a joint letter,
dated the 22nd instant, from Messrs. David and N.D.Sassoon &
Company.
2. I venture to think that it would be in the highest
degrée imprudent to enter into any negotiations for modification
of the newly imposed regulations until those regulutione have
been suspended by the local authorities, especially as one of the
chief objections to the said regulations is that they are ultra
viros and should never have been brought into operation until
assented to by His Majesty's Chargé d'affaires at Peking and
aanctioned by the Wai-wu-pu.
