i have examined the accompanying Ordinance, entilled
An Ordinance to amend the Theatres and Public Per-
-formances Regülation Ordinance, 1908
and I am of opinion that the Ordinance is one which is not contrary to the Governor's
Instructions,
This Ordinance places cinematograph displays under the cen-
-Borship of the Registrar General.
The precaution was deemed desirable owing to a possible ad-
-Johnson fight. -vent of a cinematograph exhibition of the Jeffries
The Registrar General is already constituted Censor of
Chinese plays under section 26 of Ordinance 3 of 1888 and the new sec-
-tion 4 of this Ordinance is based in part on that section and the
phraseology is somewhat allied to section 12 of 6 & 7 Victoria cap. 68.
The new section 5 provides a penalty.
The censorship is confined to cinematograph displays and is
not extended to "stage plays" generally as defined by the I
