I have examined the accompanying Ordinance, entitled
An Ordinance to further amend the Liquors Ordinance 1909
and I am of opinion that the Ordinance is one which is not contrary to the Governor's
Instructions,

This Ordinance effects an amendment in the Liquors Ordi-
-nance 1909 so as to give a similar rebate in duty in the case of li-
-quor consumed at the Officers Mess at the Royal Naval Hospital and at
the Engineers Mees in His Majesty's Dockyard as is granted in the case
of the Military Messes in the Colony.
The Ordinace was introduced owing to a representation made
by the Commodore.
