With reference to Your Lordship's
Despatch No. 162 of the 13th. ultimo, I have the honour to
forward the enclosed copy of a minute by the Medical
Officer of Health, dated the 25th. instant.

The Principal Civil Medical
Officer informs me that in cases of Beri-Beri phosphates
starvation was found in addition to nitrogen starvation
and that therefore he cannot see that Mr. Addison's report
disproves the overmilled rice theory of the causation of
Beri-Beri.
