thorough knowledge of the topography of the
Colony.
It is understood that members of new units will be allowed to
nominate their own officers and Non-Commissioned Officers
subject to the approval of the Commanding Officer.
The question of compulsory training of
youths between the ages of 18 and 20 was then discussed.
Mr. Keswick said that there were various
objections to the proposal.
If it was proposed to train the men with
the Volunteers, the presence of these men who were under com-
-pulsion to serve would destroy the principle of voluntary
service under which the Volunteers served and would militate
against Volunteering.
He thought these very youths would come in
under the appeal to be made to Firms and advised awaiting the
result of that appeal.
Mr. Shewan thought that the application of
compulsory training to the youths in question was such a small
matter that it would not prejudice their efforts to encourage
volunteering.

The Officer Administering the Government
urged the adoption of the proposal. He reminded the Committee
of the difficulty hitherto experienced in getting man to join
the Volunteers and he thought it was time to establish the
principle that young men before they entered on their life's
work should be compelled to undergo Military training.
