The Government should set the, example by
encouraging Civil Servants to form a Civil Service Company

As regards legislating for the Compulsory
Training of youths of British Race within certain age limits I
suggest that the legislation take the form of compelling every
male British Subjects of British Race of 18 years of age and not
and more than 20 years of age to join the Volunteer Corps/to remain
a member of it for 3 years,
Penalties (by fine) will have to be fixed
for non-compliance and for non-efficiency as a Volunteer.
The Census of 1906 showed 54 British youths
between ages of 15 and 20 years.
