insufficient support.
The Officer Administering the Government
then suggested that perhaps the Sub-Committee would be willing
to consider an alternative scheme which would commend itself to
those who had found themselves unable to support the scheme they
had been considering. Mr. Hough's suggestion that compulsory
military training shduld be applied to young men below a certain
age had much to commend it. He asked what age limit Mr. Hough
had in mind. Mr. Hough said he had not considered the matter in
detail. He suggested 22 years. Mr. Osborne suggested 30 years,
but to this demur was made in more than one quarter.
The Officer Administering the Government
said that in addition to Mr. Hough's suggestion he would ask
the Sub-Committee to consider how Volunteering might be made
more popular. He thought that means might be found of inducing
men in the same social scale, or in the same employment, to
combine together into units.
· The members of the Sub-Committee intimated
their willingness to take these suggestions into consideration
and to submit a report.
Mr. E. A. Hewett begged, owing to pressure
of business, to be excused from sitting on the Sub-Committee.
He was not, in any case, a large employer of labour and suggest-
-ed that his place be taken by Mr. G. H. Medhurst. The latter
expressed his willingness to serve. Mr. Showan suggested that Mr
T. F. Hough be invited to join the Sub-Committee. Mr. Hough
said he would have much pleasure in serving.
The Officer Administering the Government
suggested that the name of Mr. Osborne should be added. Kr.
Osborne, however, thought that the Sub-Committee was already
sufficiently large.
The Committee agreed that the Sub-Committee, re-constituted as above, should consider the question of
