is to ascertain as privately and quietly as possible how
the proposal is viewed by the British Community before
sugresting it to the Secretary of State. If I find that the
Community view the question as I do, and that the Secretary
of State concurs in it, publicity can be given before
legislation is undertaken, and will in any case be offered
while the Bill is before Council. I would ask you therefore to let your enquiries he private and confidential. I may
mention that the Piras in the annexed schedule have ex-
-pressed a general approval.
(b). In the second place the public dia-

as to whether these proposals recommend themselves to the
British Community and to the Secretary of State might lead
to misunderstanding on the part of the German Cortunity
here.
If the proposals are adopted it will be A
matter for discuanion whether the existing Volunteer
Corps should continue to exist or be merged in the new
Reserve. Probably the latter course will be preferable. It
is because the Volunteers are so much below strength
are steadily decreasing in numbers and command the
services of so small a proportion of our able-bodied men
that a new departure seems necessary.
and
It does not seem to be sufficiently apprecia

oager and willing to defend their homes would not be al-
-lowed to do so. They would not be accepted as Volunteers
even they were first class shots. Sir John French emphasiz-
-ed to me the other day (see Confidential letter attached)
what General Broadwood recently stated to the Volunteers
vix.:- that under the conditions of modern warfare un-
-trained men would be a hindrance rather than a help
even though they were good markamen - and they would not be acceptedy as volunteers by the General Officer Commanding
