-ed to these gentlemen confidentially and on the 27th.
of April Sir F. Lugard met the Committee at Government
House.

In accordance with the decision
arrived at at the Meeting, a Sub-Committee was elected to
consider the proposal. Mr. H. Keswick who had taken Mr.
T. J. Gresson's place as Head of the Firm of Messrs.
Jardine, Matheson and Company, Limited, was added to the
Committee and Sub-Committee.
In the meantime Major Hart-Synnot
had drawn up a scheme of training which he showed to Sir
F. Lugard before the latter left the Colony. I found,
however, that it was useless to submit it to the Sub-
-Committee with any hope of its adoption unless it were
modified
