In January last I suggested to

Sir F. D. Lugard that the question of Compulsory Military

Training might be considered in this Colony. I added that

such training might be so arranged that little or none of

the time that an employee owes to his employer would be

sacrificed.

Sir F. D. Lugard minuted that he

had had the same idea in his mind ever since he came here,

and after a conversation with me on the subject he authoriz-

-ed me to approach some of the leading employers of labour

in the matter. I did so and in the beginning of February I

reported that I had consulted the following Heads of

Firms:-

Director of Hongkong and Whampoa Dock Company, Limited.

The Honourable Mr. W. J. Gresson, Head of

Messrs. Jardine, Matheson and Company, Limited, and Director of Hongkong and Whampoa Dock Company, Limited.
