I have the honour to confirm my telegram of
the 9th. inotan:

meeting held on the 5th. instant to discuss the question of the
Joint Working of the British nd Chinoso Sections of the
Kowloon-Canton Railway, tomather with a copy of a letter anted
the lốth. instant from tr. 3. S. Lindsey stating the case for
joint managotont as against soparate management of the two
fections.

Your. Excellency will observe that the Board
of Communications has instr etod Taotai Tai lan that he must
only degotiate on the lines of separate management and that
Mr. Wei Han hissaolf believes that the Board's objection so
joint sana "ament is really political, As, however, this Govorn=
wm nt is not at present prepared to nogotiute on the basis of
separate management, the matter is now at a deadlock, and, in
those circumstancos, I shall be glad if Your Excellency can
persuade the Board of Communications to look at the question
from a business point of view. In any case the objection of the
Chinese Government (i? political) is not well founded, for
prest Britain and China will havs equel representation on the
Board of Control of the Railway, while any point on which votes
are equally divided must, according to the Draft Working Agror»
-mont, be reforrad to the two Governments for sattlement.

Mr. Lindooy estimates that by adopting the
proposal of this Government for joint manaronent, the Chinose
fection will save $100,000 per annum on its share of the Work-
