With reference to Sir 7. D.

Lugard's Despatch No. 32 of the 28th. of last January, I

have the honour to state that the Principal Civil Medical

Officer has suggested that a corps of Medical Officers

similar to the Royal Army Medical Corps should be formed

for services in the Crown Colonies and Protectorates, but

that if it was considered that the conditions of service in

various parts of the Empire are too heterogeneous to permit

such a scheme to be successfully formulated, it might be

adopted in connection with the Far Eastern Colonies.

Dr. J. M. Atkinson was requested

by Sir F. Lugard to formulate a draft scheme for the Far

Eastern Colonies in which the difficulty, which had been

pointed out by myself, of the presence in the Ceylon

Medical Service of large numbers of Medical Officers of

Singhalese race might be met by the inclusion of a condi-
