In continuation of my Despatch
No. 202 of the 15th. instant, I have the honour to inform
Your Lordship that His Britannic Majesty's Vice-Consul at
Canton has (in the absence of the Consul-General on a
voyage up the West River to Lungchou) drawn my attention to
4 points in which the translation handed to me by Mr. S. A.
Levy (enclosure No. 2 in my previous Despatch) differs from
the Consul-General's translation (enclosure No. 4 in the
same Despatch):-
(a).
In Regulation 1 the words trans-
-lated by Mr. Levy "monopoly of the (opium) licence" are
translated by the Consul-General "the (prepared opium)
licence tax". Similarly in Regulation 2 the words trans-
-lated "licence monopoly" by Mr. Levy are translated
"licence
