with reference to your telegram of the 23rd instant, I

beg to inform you that I have not learned officially of any new tax

which it is proposed to impose on raw opium. Bo long, however, as

such a tax is not levied differentially, I do not see my way to

address any representations to the Frovincial Authorities,
