the 11th. instant, I have the honour to inform you that I have made a protest today to the Waiwupu in the sense of that tele- -gram, stating that I could not accept any regulations which enforce additional duty upon foreign raw opium in a treaty port. The Waiwupu will inform the Governor-General of the Liang Kuang Provinces by telegram of my representations and will call upon him for a report.
